is balanced and we're on the move. >> reporter: brimming with optimism, governor brown announced california has confounded our critics. >> against those who take pleasure seeing our demise california did the impossible. >> reporter: he applauded the legislature for passing a balanced budget and making progress in prison realign mend and pension reform. he thanked the voters for new revenue with prop 30 and warned lawmakers we still need to be conservative with spending. >> it's cruel to lead people on by expanding good programs only to cut them back when the funding disappears. this isn't progress. it's not even progressive. it's an illusion. >> reporter: brown addressed education funding, high-speed rail and water tunnels under the delta, recurring themes during his tenure. today the bay area council was encouraged by what he said. >> we are not out of the woods but we're on our way and listening to the governor's state of the state message he focused on issues that we in the business community think

are the most important things. >> reporter: but the california republican party sent out this statement, quote, today the governor wasn't so much kicking the can down the road as he was heightedding the can entirely. -- hiding the can entirely. the overall picture of california's economy is not nearly as good as governor brown paints it mainly because democrats raised taxes retroactively and guaranteed future job losses to add to the millions of californians out of work today. >> reporter: back at the capital the lieutenant governor urged bipartisanship. >> only by risking going too far together can we discover how truly far we can go. >> reporter: as the governor channeled the little engine that could. >> i think i can! and over the mountain the little engine went. we're going to get over that mountain. i have no doubt about it. >> reporter: the governor gave interesting advice to lawmakers rallying against creating new laws. he says we have enough on the books and that is of course

after he signed several more himself during last legislative session. anne makovec, cbs 5. surveillance video captured an attempted kidnapping on a camera in a san jose neighborhood this week and now neighbors say they think they know who the suspect is and say he is no stranger to their street. cbs 5 reporter cate caugiran now with that story. >> reporter: that surveillance footage was taken from the house behind me but what's more jarring for neighbors today is they say they have seen that suspect several times around their homes. >> it was scary just to even think that a guy who just looks like he is going to work was trying to cause harm around here especially to a little girl. >> reporter: melissa and her family live a few blocks down from where a 13 yearly girl fought off an attempted kidnapping. it happened last week early friday morning. melissa's sister was awake and heard the girl scream. >> this sounded like a girl yelling really loud. yeah. and it just -- it kind of kept going on for about two minutes. >> reporter: you can see in this surveillance footage the girl in white is grabbed from

behind and dragged into a dark driveway. police say she got away from the suspect, a suspect the rodriguez family has seen in their neighborhood a few times. >> i have seen him quite a few times and never thought anything of it. he looked like he was going to work. >> reporter: they identified him through this police sketch. he had a distinct description. officers say he was wearing blue dickie's pants and brown shoes with white paint stains. now the rodriguez family is alert careful it doesn't happen to one of their loved ones. >> i drive my son to school every day. i would never let him take the bus because i'm scared that any little moment they are by themselves, anything could happen to them. >> reporter: the family hasn't seen the suspect since the incident. san jose police are asking anyone with information to come forward. in san jose, cate caugiran, cbs 5. officers with guns drawn searched another san jose neighborhood this morning looking for suspects in an attempted home burglary.

the call came in from a resident around 9:00 this morning when someone tried to break into their home police searched the area around marshall way for an hour. no suspects were found. the white house is launching a campaign style push to promote the president's sweeping plan to reduce gun violence. an hour ago, vice president joe biden held an interactive web chat on youtube and google plus. tomorrow he takes the antigun violence campaign on the road. he is heading tore richmond, virginia. meanwhile, california senator dianne feinstein's assault weapons back bill is on the table on capitol hill. she unveiled it in washington a short time ago. the legislation calls for a ban on assault weapons and high capacity magazines. she says there's just been too many shooting rampages involving these types firearms. >> we should be outraged by how easy it is for perpetrators of

these horrific crimes to obtain powerful military-style weapons. >> the legislation would update a previous assault weapons ban that ended back in 2004. it would also prohibit the sale and manufacture of assault weapons and magazines holding more than 10 rounds. a water main burst in marin county this morning spewing water all over the intersection. this is in kentfield. the surge of water damaged the pavement causing a 20-foot stretch of eliseo drive to rise about 6." 33 homes are now without water as crews try to fix a cast iron pipe and repair damage to that road. a $26 million security system has been approved for the new eastern span of the bay bridge. the system will include 175 video, infrared and thermal imaging cameras. the equipment will be atop the bridge and beneath it, as well. and it will include a monitoring system. the system was originally expected to cost about $8

million. well, she is a baltimore native but san francisco congresswoman nancy pelosi says picking a team in the super bowl was easy. >> i'm wearing red. that's a 49ers color. let me say this and i tell this to mr. hoyer when he said he wanted to make a wager. i said i'm not -- i'm rooting for the 49ers. i'm not rooting against baltimore. i'm so proud of them. but my constituency is san francisco. [ pause ] >> all right. we're going to try to work the bugs out of that and bring it back to you later. but for now, we are going to go to our weatherman, because it's a little rainy out there, isn't it. >> and because we can.

because you're here. >> yes. and i am ready to go! we have some cloudy skies outside right now, folks. we have seen some more scattered showers showing up out there, in fact you better be prepared for some raindrops over the next few days as things are going to stay a bit unsettled. let's get you out there now. high-def doppler radar showing you some of those showers. that line stretching down across the santa cruz area and also into the southern parts of san jose, continuing to see some showers there. that line stretching over the east bay, as well. we are going to continue to see some rainfall along this boundary into the afternoon. this may even sweep further to the north. sow he get the idea not a big rain event but we are seeing some showers outside if you are headed around the bay area. and there is san jose looking pretty wet right now. we have the clouds and the showers in for the forecast. staying cloudy tonight with a chance of a few more raindrops. but the pattern is staying a bit unsettled. the computer models not handling very well an area of low pressure just off the coastline. looking back toward the city of san francisco, temperatures not

bad mainly in the 50s across the board. 57 in san francisco. 57 also in oakland. and 55 degrees in concord. so here's the low that we're talking about off the coastline. it's retrograding, moving back away from the coast, at the same time you see all that moisture sweeping back up into the sky so that's going to keep things unsettled probably today and maybe into tomorrow morning, as well. something to watch out for. so that low spins off the coastline, you finally got another front off here that will eventually kick this system east. but in the meantime it will be unsettled and wet, so keep the umbrella handy. it won't be a huge storm that's racing across the bay area. computer models showing you scattered showers coming up in the south, somewhat unusual. those will continue into the evening hours and then overnight tonight, and it even continues with a chance of some showers into tomorrow morning. but just some lighter amounts of rainfall, kind of some nuisance rainfall out there, so it looks like things staying unsettled here and around the state. maybe some more showers in the sierra nevada, as well. very high bases and that's

because we are seeing some warmer temperatures now. but that will change over the weekend. how about around the bay area today? we are looking at 50s and some 60s for highs. i think low 60s on the warm end. as we look out over the next couple of days, well, we are going to see those clouds continuing into friday with even a chance of a leftover sprinkle early on tomorrow morning. then i think we start to dry out a little bit catching a break from the stormy weather as we head in toward saturday and then on sunday chance of cold rain as the system drops into the bay area to bring some showers and then i think drier weather toward the middle of next week but yeah, best to just keep that umbrella just in case maybe a little wet from time to time over the next couple of days. >> the rain is okay. it warmed up this morning, at 4 a.m. it was 50. >> remember we were in the freeze temperatures not too long ago. >> thank you. well, a simple thrift store has become a community mainstay

the mission behind the market that has earned the founder this week's jefferson award. >> oh, i remember. >> reporter: when marge early looks around the thrift station at danville she marvels at the professionalism at this all volunteer operation. >> i understand you have quite a toy department. >> reporter: and toys are just the tip of it. an army of volunteers sorts through thousands of donations filling shelves with clothing, household items and attracting a steady stream of shoppers. >> this is amazing. >> reporter: marge started it with a $300 loan from her mother and a small group of volunteer moms in danville. they call themselves the friends of discovery. >> no one has had any experience at all in the mercantile business, hardly anybody has even had a job. >> reporter: today, the thrift station is one of the top 25 businesses in the san ramon valley and all of its profits support community mental health. >> we have been coming here for 30 years. i'm a mental health advocate so i have to thank you so much. >> reporter: just look at the reaction when they learn that marge was the woman who started it all. this year marks 40 years since

marge and the friends of discovery started the thrift station. by the end of the year, they will have donated over $7 million to the discovery counseling center of the san ramon valley. >> the friends of discovery and marge have meant that we have been able to keep our doors open. there is no way that we could offer the services that we offer at the fees that we charge and still stay in business. >> reporter: kathy chiverton is executive director at the discovery counseling center. >> just remarkable, marge. >> reporter: in the early days they were just trying to raise money for a drop-in center for troubled teens. >> they just wanted to give them someplace to go where they could possibly straighten themselves out. >> reporter: today, the center has interns, graduate students working toward their professional licenses, in every school in the san ramon valley school district. all are supervised and trained by a staff of licensed professionals. and at the drop-in clinic they see clients from the community six days a week. >> what they have been able to
